  2. No, this is news to me, but that doesn't mean it didn't occur. Share more details, please.

  3. Yes, I heard that it is royally screwed up!

  5. Wow, an unsubstantiated rumor. On IPS B.S. I'm shocked.

  6. The details of this are coming out soon. You will see specific info on how Eugene White and Rodney Black screwed up and lost $14 million for IPS in this last budget. If I were on the school board, heads would roll but this school board is owned by Eugene White and nothing will happen about his incompetence.

  7. This is true. It is House Bill 1367. IPS short changed itself by $14 million.

  8. What are you talking about? House Bill 1367 allows schools to take a percentage of capital and transportation funds and use it for operating expenses. The IPS budget includes transfers of funding. http://www.superintendent.ips.k12.in.us/index.php?id=10249

    How did IPS shortchange itself?

  9. IPS {Eugene White} failed to properly document a $14 million allocation in its capital projects plan. This is required by 50 IAC 9-1-4. The Budget Manager for IPS tried some "creative" budgeting. This process of his did not comply with DLGF's rules for documentation. When it was realized that IPS's submission was flawed, it was too late for any amendments or appeals. Eugene thought he would get tricky with the state and got caught. The result is that IPS loses $14 million dollars.

  10. Sigh. Again, if you're not just making up nonsense, then why don't you send your proof to the Indianapolis Star or one of the TV stations? Why is it that the only source for this breaking news is some anonymous person on an anonymous blog created for the sole purpose of being able to spread malicious gossip without citing sources. If you don't have proof, it didn't happen.

    ***********

In fairness to fact, Rodney Black retired in June--before the last budget was passed and/or even prepared.

It was all over the news...the IPS Board was forced to vote on the budget (without seeing it first) in late August.

  12. Indiana Barrister is your source of information. How telling.

  13. "RE: "The details of this are coming out soon." I have seen that a lot on here and nothing much comes out. If this was true and I had proof I would be running to the press (i.e. WTHR, IndyStar, etc.) Come on.

  14. This particular topic should have been called: "We work WITH Idiots".

  15. How telling?

It would be a fallacy to suggest that the Indiana Barrister report stating that the IPS Board was forced to vote on a Budget that had not seen is not valid. Firstly, the Indiana Barrister report provided a link to a "bonafide" news source that also reported the story (Indy Star). Secondly, Board Member, Kelly Bentley, posted comments on the Barrister's report regarding her position on having to vote on the Budget sight unseen. Thirdly, I attended the Board meeting and saw this first hand (couldn't provide a link to that one) and so am not just repeating hearsay. Finally, this was a topic of discussion amongst other news sources and bloggers during that same time period--all of which can be found documented on the 'net.

If the convenient link to the Indiana Barrister is detestable, a simple Google search can either confirm or negate my previous comments.

    Next!

  16. Eugene White works hard to keep his screwups secret.......the school board is afraid of him and won't ask questions and vote for a budget that they have never seen. Don't take my word for it. Call the DLGF and ask yourself. They are not a news source. They are the governing body which validated the fact that Eugene screwed up.

  17. I prefer to think that we don't "work with idiots", but rather that "idiots walk among us" and with administrative immunity, to boot.

IndianaBarrister, aka Abdul, usually tells it pretty much 'like it is'. Whatever you may think about the guy, he's straight-up and tells the story like it is. He doesn't invent stories; he cites his sources.

  18. What is the DLGF?

    ReplyDelete
  19. "DLGF Overview
The Department of Local Government Finance is responsible for ensuring property tax assessment and local government budgeting are carried out in accordance with Indiana law. The Department is charged with publishing property tax assessment rules and annually reviewing and approving the tax rates and levies of every political subdivision in the state, including all counties, cities, towns, townships, school corporations, libraries, and other entities with tax levy authority."

What did Eugene White do with this governing body that screwed up our budget? If I contact this governing body, then what info should I request?

  20. Ask why IPS[Eugene White} lost $14 million due to the Budget Manager's failure to properly submit a budget in compliance with Indiana Code 50-IAC-9-1-4. The budget manager failed to include a levy of $40 million for capital projects plan. He submitted only $26 million in the budget although IPS had advertised a levy raising $40 million. Since the budget manager failed to comply with the law and submitted only the lower number of $26 million instead of the $40 million, the DLGF removed the extra $14 million levy from the budget.

  21. Thanks Abdul/Jeff White et al for the comment six posts up.

Axes. I hear them grinding. All over this blog.

  22. And still...nothing to DISPUTE the content of the post (six posts up)...???

Folks...I am the one who posted "six posts up" and my name sure ain't Jeff or Abdul. LOL! Geez, what a tool!

I'm just stating the FACTS here. I don't have an "axe" to grind--just correcting an erroneous statment made in a previous post that attached the debacle to someone who was completly missing from the equation. I welcome any challenge to the FACTS.

    Waiting...

  23. Eugene White can manipulate numbers, hide facts and lie to the school board and they sit there like they have no brain. You don't lie to the state and you have proof of what you claim. Eugene got caught and it cost IPS $14 million dollars. The state agency that caught him has been listed here 3 times...[DLGT} Believe it, check it out or the administrators on here who keep trying to claim it is not true should be ashamed.

  24. Any person who believes an accusation or rumor without an ounce of proof is an idiot. If you believe the only people who are not idiots are administrators, I strongly disagree with you. I believe parents, teachers, and students are all capable of critical thinking and verifying sources. You have not provided a source of any kind. If any of us were to call DLGF and ask "can you verify that Eugene White cheated IPS out of 14 million" they would hang up on us, and you know it.

  25. Awesome post!!

  26. You obviously subscribe to that old saying, "don't confuse me with the facts, my mind is made up". You have that right. Obviously you would not call the DLGT and word your question as ignorantly as you suggested. If you call them and ask in an educated manner about the situation, you will find the truth about the lost $14 million due to Eugene's imcompetence or manipulation.

  27. To change the subject: Did anyone else find it interesting that Ajabu sent email detailing district seniority with the disclaimer about staff cuts? I smell some pink slips for certified staff members so I hope no one bought the outright lies about classroom staff escaping RIFs.

    ReplyDelete
  28. Well, let's talk about summer school. Take the situation for the elementary schools. Ask your ARP representative. Hopefully an injunction will be filed.

    ReplyDelete
  29. Why was the seniority list changed? I know a teacher that was sent to the cadre last year because she had only 3 IPS years, yet this year she has bolted up to the 23 year spot on seniority because of her years of teaching outside of IPS. Outside years didn't count last year but do count this year?
