IPS chief threatens to quit as board rejects plan

IPS chief says he would quit before altering his plan to reassign administrative jobs

Indianapolis Public Schools Superintendent Eugene White threatened to leave his job after the School Board rejected his plan Tuesday to reassign more than two dozen administrators.

"You are not going to badger me into changing what I know we have to do," he said. "I have given you all the information you need."

White said if the board insists on changing his plan, he wants to enter negotiations to end his contract.

"If you are prepared to pay me what you owe me, you won't have this recommendation," he said. "I have no changes to make."

Board members who voted no said they believed revisions were needed. The vote was 4-3 against White's plan.

"I haven't been convinced that some of these moves are in the best interests of students," board member Michael Brown said.

Board member Diane Arnold said she was concerned about some of the pay raises in the plan.

"Some of the increases I thought were unrealistic based on the diminishing resources we have," she said.

An angry White responded that the plan was saving the district $560,000 while accomplishing other goals.

"We saved more than half a million dollars, and that's not being fiscally responsible?" he said.

Board President Elizabeth Gore, who voted yes, said the board will meet privately to discuss the plan next week and expressed hope that it will be revived.

White declined to comment after the meeting.

The moves were to come at the end of the school year and would have meant new principals for eight schools. Among the moves was a promotion and $13,000 raise for White's son, Reginald White, the behavior dean at Tech High School. He was to move up to assistant principal, raising his pay to $92,000 from $78,606.

Eugene White said earlier in the week that he played no role in the decision to promote his son, who was hired two years into his six-year superintendency. Administrators told him they recommended the move because Reginald White was among the district's best administrators at his level, Eugene White said.

Much of his raise would have resulted from switching from a 10-month contract to 12 months of work.

School Board members raised questions last week about the principal shuffle, asking whether all of those reassigned to principal jobs had performed well enough to merit the opportunity to lead a new school. White said in his view they had and that, in some cases, the changes were forced by school improvement rules meant to turn around failing schools. Even though some of the schools are low performers, White said all had shown improvement with their current principals.

"You need to go back through and re-evaluate these changes," board member Samantha Adair-White said. "I think we are placing people that need a job rather than placing for the best interest of our children."

The changes were supposed to be the first steps in a plan to address the district's need to cut $15 million from its budget for the upcoming school year.

The reassignments of three principals -- at Arlington, Northwest and Howe high schools -- were a response to rules in the No Child Left Behind federal education law and the district's desire to seek federal grants for those schools.

Because the schools have reached six years of subpar test performance, the district is required to take corrective action. White said he chose to "reconstitute" the schools by removing the principal and at least half the teachers. Schools that follow this path can apply for federal grants for aid to help with the process.

White said all three of those principals are being assigned to new schools to comply with those federal rules, not because he is displeased by their work.

  5. This is a prime example of how Dr. White is horrible for IPS. It's all about him, and "his decisions," and everyone else's opinion's be damned. He's unwilling to listen to others, unwilling to admit when he is wrong, and unwilling to look at alternatives. Let him go.

  12. Last night's vote has long term implications. IPS will not hire a Superintendent from within. Consequently, central office and unsuccessful principals will be out the door by June 30, 2012.

  13. While I agree that most of the comments are not favorable of White, some of them are. It's not that I want to argue with you but if someone posts an untruth and nobody disputes it, it gives the impression that we all believe you or that we don't care if posted information is true or not.

    That would be a good thing. The only way to end the cycle of the same old administrators being reinvented with new titles is to hire someone from far away that has no personal allegiances to anyone here in Indy. We need to cast our net farther than the state line.

    I think of Phyllis Barnes as one of those. She was Principal at Longfellow until it became dysfunctional and was closed by the Board. Then she was shuffled downtown to the Ed Center for a Supervisor's job, then she was shuffled off to Marshall for a semester or so, then she was shuffled back to downtown to supervise Instructional Coaches, and now she's going to be shuffled to already failing Northwest. My, my, my. What a mess. She's just one of many who are in the deck that is annually shuffled, but who never make any school better.

    If Northwest is failing, then why not find/locate/hire a brand new principal who brings a history of turning around a failing school to a passing school? There are principals who DO have records of doing this, but the Board will need to go outside, way outside IPS, to hire one. We're tired of being served leftovers.

  19. First of all, I want to thank Mrs. Roof and Mrs. White for starting down this difficult path. They both have the needed courage to do what is best for our students in Indianapolis. I hope they can convince the other two board members to stay strong and not get bullied into changing their vote. I am a successful principal in another corporation however I have the desire to come back and take on an IPS school. I think it's absurd the DOE and Marian are training principals for these failing schools yet Dr. White would prefer to move principals around that have led their current school into the ground. The board needs to know there are people out there that want to come to IPS but won't do it until he is gone.

  22. Wow...You all really have no clue about the principals being moved and the Turn-Around Model. Please for the life of holding a civil conversation...READ. That includes you Amos Brown. Get the facts and then pass judgment on the moves and the reasons for them. No principal is being shuffled!!! I personally like Dr. White, and read this blog for entertainment only. Very little factual information...just a bunch of people bashing the administrators and supervisors. Bloggers with comments please...I come in peace!

    This is a strong and true statement. There are many vibrant, enthusiastic, fully qualified building level principals outside of IPS who would gladly accept the challenge of working to improve our IPS schools, especially our high schools. These administrators currently do not apply for IPS positions because they do not wish to work for Dr. White.

    Let's open the door for these administrators!

    Addendum: I add this note to the above poster's comment. No, I have nothing to do with Jeff White. You, my friend, are one of the IPS party line people who lives in the past, who thrives on regurgitating the ills of the past, and who IPS can do without.

You probably would be afraid to walk the corridors of Tech or Arlington. You probably couldn't improve a high performing magnet! Stay were you are...they need you more than the students of IPS do!!!   27. The shock of the hour was Dr. Brown voting no against the wishes of Dr. White. If Dr. White retires, it is over for at least 50 administrators within IPS. To all IPS Board Members, make sure Dr. White does not try to give present administrators two-year contracts.

    I will address the two current Turn Around Model schools in IPS. They are John Marshall Community High School and George Washington Community High School. The building Principals at these two Turn Around Model Schools are Michael Sullivan at JMCHS and Deb Leser at GWCHS.

    JMCHS now has a Project Manager to oversee the Turn Around process. She was recommended in the most recent Board Agenda under the Classified Employee Appointments.

    Michael Sullivan was told/promised last year by Eugene White that he would not be moved for at least two years. That is a good thing. The two JMCHS Assistant Principals were also assured they would not be moved for two years. Again, that is a good thing. Keep the stability for the turn around phase and for the students.

    Both Sullivan and Leser were given free rein to hire and fire as it would benefit their respective schools. They both have used this freedom, as they should.

    Now, Mr./Ms. Know-It-All Poster, what do I and others not comprehend?

    Any State or Federal mandate to receive Federal or State monies that depends upon the 'replacement' of building principals is an entirely different story. If the State mandates that Principals from 'failing' schools must be replaced, that does not mean that the 'failing' school Principal automatically receives a new placement at another IPS school. This is a recipe for disaster. If a Principal could not lead Arlington or Northwest, then how in God's name would Dr. White expect the School Board to accept his recommendation to reassign a 'failing' Principal to another IPS school?

    Wipe the slate clean of Principals from 'failing' schools. Let's just figure that if a Principal failed for 3 or 4 years at a school, then he/she is fairly likely to repeat his/her mistakes at another school.

    Sounds like the Board has been given an opportunity to make some serious changes in the IPS. If they don't replace the Supt. after this challenge they will be not be able to exercise their due diligence in the future. Accept his offer to resign and move on.

    Dr. White's "in your face" threats show his complete disregard for the School Board's authority. His attitude is "How dare you question my proposal?" Well, that's exactly why we have a School Board. Citizens (taxpayers who pay Dr. White's salary) elect the Board to make the decisions and ask the hard questions. If "Children come first" as Dr. White is fond of saying, then the Board should question the shuffling of principals from low performing schools. And any salary/promotion decisions regarding relatives of the Superintendent SHOULD be looked at closely. If Dr. White wants to hold the Board hostage by threatening to resign, let him go. Thank you to those members of the Board who do not buckle under to Dr. White's arrogance but continue to ask questions about what is truly best for the district. Until we work to make the best educational decisions, IPS will continue to flounder. Dr. White needs to think about how his actions and attitude impact how people view his district.

  31. wow - how original - you post comments from another thread. You win!

    to the one who assumes that when you quit you lose all funding and benefits - you don't realize the power of a contract, do you? How educated can you truly be if you think they would just show him to the door? Gilbert & Zendehas were both laughable and ended up leaving with a HUGE settlement. When Concetta Raimondi left Hamilton SE she was paid a handsome settlement. Don't think for one minute that letting Dr. White leave would alleviate any IPS deficit.

    Everyone has their faults, but if you look at the test scores and the grad rates, things have taken a turn upwards. Look at the whole picture, not your own diluted vision of what you think is really happening. I believe that things could and should be better, but given the quality of the circumstances all around (lack of interest from teachers and administrators alike), it won't happen overnight.

    The only respectable Board member in my opinion is Diane Arnold. She actually looks at the district as a whole rather than her own personal agenda as the rest of the board does - for the positive or negative consistant voting. Adair-White is out to get Dr. White because of the shortcomings of her loser husband. Annie Roof proclaimed in her website prior to being elected that she was heart-broken over the closing of her beloved high school (by Zendehas) and felt she could make a difference. Brown only has his own child in mind. Busch is very old school and Zaphiriou - well, I don't know what to say in that regard.

    I'm glad I live in Arnold's district and I am very proud of her representation. For those who voted Adair-White in - shame the F()cK on U!

    Yeah, I walked the AHS halls, and I survived. I was effective within my Small School at AHS. Maybe you didn't realize, but Arlington was reorganized, reconstituted, reformed (or whatever the buzz word is today) about 3 years ago. Been there, done that. Dr. Greenwood was relieved of her duties as Principal, ALL the teachers received 'pink slips', all were invited to reinterview for positions at AHS, or were encouraged to find positions on their own in other IPS schools. I chose the latter because I did not want Prudence Bridgwaters deciding my assignment as a teacher -- she did not know me from Adam's cat. I found my own job in another IPS high school, without anyone's assistance. Turn Around, Reorganization, or Reconstitution --they're all the same in the end.

    Just how many times can a single high school be reconstituted, reorganized, or turned around?

    PS to Rhianna -- you're drinking the Kool Aid that gives far too much credit to Jeff White who's long gone from IPS and is seriously over-rated and highly unlikely to ever be rehired here. Be careful. Remember that Jim Jones and his Kool Aid originated in Indianapolis. IPS has been operating a game of smoke and mirrors for several years; passing around the same old administrators who've been recycled and reinvented with new titles at new locations.

Kudos to you for leaving before they placed you against your will. I wish I had made the same decision. I'm glad to be out now, but wish I had made the determination to abandon ship before I was forced to evacuate.

As much as you wish they were sorry nope they aren't! I am curious of why you think that person who walked the hallways of Arlington should have been scared? Yes, I have been to many ,MANY schools in the district and Arlington is the worst school for many reasons...however I wasn't scared and nobody should be. They are just a bunch of kids on the east side. I'm sorry I have more respect for myself than to let some kids make me scared in the hallway. As I said before... You are an idiot!

  36. I have to admit...the crying baby picture is funny!

    It is EXTREMELY RARE for a school board to vote down personnel recommendations. Hence, the vote by the IPS School Board is outside the norm. Honestly, most Superintendents will poll the board members prior to a public meeting with a vote. If the Super. sees problems, most of the time he/she will pull the recommendation from the agenda. Thus, this is really an oddball situation--hopefully this will not turn into what happened at Perry Township several years ago.

    Well, back to the old school and things I know...Jackie Greenwood hugged everyone in her building and called all the females, "Foxy lady." Her male Asst. Principal, Dan, changed grades, as per Jackie's directions, for 12th graders so they could graduate. Her head Guidance Counselor, Bev, went to downtown meetings and before leaving stuffed the pockets of her full length mink coat with food as her rightful totin' goods. The Waiver Committe at Arlington spent more time compiling Waiver folders for students who could never pass the GQE than they ever spent working in direct instruction with a student needing extra attention. Jackie held a conference with a 12th grade English teacher and the parents of a failing 12th grade English student where she allowed the parents to call their preacher who promptly held a 'conference prayer' with the assembled group praying for the English teacher to change her mind and issue a passing grade.

    If you want more old school things that make sense, just let me know. lol

    I agree, and if a situation occurs where the Super is surprised or perhaps miffed about his recommendations being 'voted down', he would likely say something to the effect, "We will be reconsidering these recommendations at a later date." Never, ever would a Superintendent issue an on the spot ultimatum to his Board. That's just asking for trouble with the Board and with the community.

  43. Posted this yesterday morning on another line but still feel the same way after reading DOE information on Turnaround Schools and all the comments here and in the IndyStar. For the sake of our children (my four) please let this man go. We can do better in my opinion school board.

    Is this not Dr. White's M.O. He threatens to quite when the board looks to go against him. He did it when he was shutting down football programs and implemented a athletic policy that goes against providing for all in all sports. Forcing pay raises that effectivly elimated small teams and individual from competing.

    When will the board finally just say fine, GO! I hope this is the time they show it cannot be bullied into policy. It would be a windfall if his contract, extra's, and bonus come off the books. They can then hire someone with common since reason and not bilking the district for their own good as he seems to be doing.

    Maybe then the educators who are on the frontlines implementing the change and dealing with parents and students will get some acknowledgement. Maybe they will be able to get contract (many have forgotten the teachers are without a contract this year).

    Dr. White's way of running the system reminds me of a bully, or a kids who says if you dont do it my way I will take my ball and go.

    But hey I am only a person he would only seek to degrade. A IPS parent!

    So, my opinion is worth nothing in his eyes and because of that in the eyes of the administrators who work under him.

  44. As another concerned parent. My take is this after talking with some other parents at church last night.

    Maybe if Dr. White is gone Marshall, Washington, and Manual can get their football programs back and other schools can gain thier individual sports back as well. Dr. White's worst mistake was getting rid of sports and putting in participation numbers. If he had kept the coaches pay where it was then the status quo could continue.

    I believe if clubs, ROTC, music, band, and individual sports programs such as wrestling, tennis, cross country, swimming, track, etc. served to keep the interest of just one or two students than it paid for itself. Those students did not go out and find reasons to drop out of school. Those students stayed interested in attending and learning if only just to stay eligable to play.

    Keeping these kids interested would help raise the graduation rates and testing results as these students would stay motivated. I believe that that if more kids were passing and graduating it would take IPS off the states hot seat as well.

    I grant you that these are not reasons for staying in schools but sometimes we need to use whatever hook we have to keep the interest when competing against all the other outside things that draw students.

    Just my thought that is off the subject a little but something many of were discussing last night at church.

    Dr. White has his eyes on the wrong goals, the goal of all programs in high schools is to keep kids engaged and involved, not to produce "winning teams" so he can boast at meetings with his little superintendent friends.

    And the JROTC program dropped from the more "middle class" high school, is such a loss, even these kids need the opportunity to learn the type of structure and discipline that is inherent in the program.

    Just two of the bad calls made by Dr. White, who recently announced he had not made any mistakes.

    I went back and forth before deciding whether to use the above phrase as the title for this blog post. But the more I thought about it, the more fitting I thought it would be. I am talking about Dr. Eugene White, Superintendent of the school district that hopefully will one day formerly be known as Indianapolis Public Schools.

    Like the character portrayed by Forrest Whittaker, Ugandan dictator Idi Amin, Dr. White has, as my grandfather would say, “has lost his natural mind”. I’m not sure when it all began or what exactly it was that did it. Was it was taking a raise for suspect graduation rates? Was it calling the Governor a liar a few years back? It could have been only giving school board members a summary of the budget and refusing to provide them with a list of line-by-line expenditures? Or maybe it was his latest foray into the realm of educational insanity this week by moving staff from one failing school in hopes to avoid a state takeover of another failing school and in the process giving his son a $14,000 raise? And when he was questioned about it by the school board, he threatened to quit. I really wish Dr. White wouldn’t make threats that he doesn’t intend to keep.

    The sad part about Dr. White is when he originally came to IPS, there were high hopes that he would help move the school district into the 21st century. Dr. White is moving the district into the 21st Century; unfortunately it’s a century that ends in B.C. I’m not sure whether he hit his head on something or if it was the toxic chemicals in his jewelry that impacted his brain. But Dr. White is the poster child for what is wrong with traditional public education in this state.

    I honestly wish he would quit and the IPS school board would look at hiring someone from outside the District to take it over. However, at the rate IPS is going, the board won’t need to hire a new Superintendent because there won’t be any school district left because the schools will have been taken over by the State of Indiana.

    By the way, Idi Amin eventually had to flee Uganda after the natives got tired of his nonsense. He eventually fled to Libya and Saudi Arabia. Dr. White, I hear Tripoli is lovely this time of year.

The community of IPS has unified and wants Dr. White gone. Even people who were his ardent supporters see the harm he is doing and are offended by his arrogant attitude and bullying tactics. Probably Mary Busch and Elizabeth Gore are two of the last people to understand what the community wants and those two will be gone after the next school board election.

    Read your history. Many, many Blacks did not "follow" white man in their journey to North America. Thousands of souls were sold into slavery by their own villages.

    Your moon analogy stinks, too. If NASA was planning a new trek to the lunar surface, there would be Black astronauts alongside many other nationalities. After Guy Bluford, many people of color have orbited our Earth. Two have died in exploration missions.

    It appears that Wayne Township is the one with a weak board. This man legally tricked them out of hundreds of thousands of dollars.

    Read, think, and then at least appreciate what we have leading IPS. The difference is our neighbor took his money quietly with no paying attention.

    Individuals are so caught up on watching Dr. White that some of his peers are drinking and driving and the other one is taking over $800,000.00.

    The Wayne Township School Board is calling for the resignation of Terry Thompson, 64, as the district's "superintendent emeritus," after realizing that provisions he crafted as part of a renegotiated contract in 2007 obligated the district to pay him more than $1 million upon his retirement.

    Thompson retired in December, but board members only this month became aware that the amount of severance pay given to Thompson has exceeded $800,000.

    Now, as per his contract, Thompson has begun receiving an additional $1,352 per day, which he is scheduled to receive for an additional six months, to serve as "superintendent emeritus." That amount, over the 150-day length of the contract, would total more than $200,000.

    In addition, Thompson received a $15,000 stipend for "retirement planning."

    Though board members signed off on the provisions of the contract, they did so without full knowledge of the information tucked into lengthy documents that Thompson asked them to approve at several different meetings, said Mary McDermott-Lang, spokeswoman for Wayne Township Schools.

    The board "didn't have the opportunity to get a full sense of the economic impact of the entire contract and the payout in severance," McDermott-Lang said Thursday.

    Over his 15 years as superintendent, Thompson had earned board members' respect, she said.

    "They trusted and believed very much" in Thompson, McDermott-Lang said.

    Now, "They're disappointed," she added.

    While the school corporation has no legal recourse for recouping a severance payout that the board now finds exorbitant, board members felt it only proper to ask Thompson to leave his "emeritus" post, McDermott-Lang said.

    Thompson announced his retirement at the School Board meeting Oct. 4, after serving for 15 years as the school chief. He has been an educator for 42 years.

    Jeff Butts, superintendent of secondary education for Wayne Township Schools, took over as school chief at the beginning of this year.

    "According to media reports, the district has cut $10 million from its budget since 2007, the same year that the school board approved Thompson's contract.

    Current board members Paul Calabro, Michael Nance, Trish Logan, Stan Lewis and Phyllis Lewis were on the board in 2007, although Lewis' name is not signed on the minutes from the July 9, 2007, meeting.

    When 6News contacted elected school board members to ask why they approved Thompson's contract, they directed Kenney to school district spokeswoman Mary McDermott-Lang, who was not with the district in 2007."

    Schnellenberger estimates starting teachers earn about $30,000, plus benefits.

    "(Thompson's $500,000 payout) could certainly pay for a number of educators, which would reduce class sizes for our kids," he said.

  64. Jon Ellis, the executive director of the Indiana Association of Public School Superintendents, told 6News he has never heard of a superintendent emeritus designation and 6News could not find any other superintendent with a retirement package similar to Thompson's.

    "I think it's pretty hard to defend that, pretty much on every level, especially in today's climate where there have been cuts in public education," said Nate Schnellenberger, president of the Indiana State Teachers Association, which does not represent Wayne Township Schools. "There have been cuts in programs, tremendous cuts in the amount of employees."

    Kelly Bentley is a former IPS Board member we certainly miss. On the other hand, we're happy to see new Board members who follow Kelly's ideals and who DO think it's important to ask questions, seek the rationale for decisions, and not be intimidated by the person they hired.

    Like we tell our students, no question is too silly to ask.

  71. It never ceases to amaze me how school board members are oblivious to the schools needs or actions they are voting on. I was at one board meeting (in another district) where one board member admitted to not having the time to read through the agenda but was bullied by the president to vote yes, which she did.
    Why be on a school board if you have little intentions on knowing what are the issues at hand which could be very detrimental to the schools, employees etc.
    I agree with the comment that school boards and administrators FORGET that THEY work for the schools, community, parents and most importantly students. It isn't about their peronal agendas, lining their pockets with more money, getting rid of people THEY don't like or bringing in family and friends. It is about improving the quality of education.
    On a side note with the state trying to disarm the teacher unions teachers are going to leave the profession, new teachers will be hard to come by especially in a few years and education here in Indiana will sink lower.
    People better wake up to what our Govenor and Bennett is trying to do here--they are seperating the wealthy and the poor, and fast with vouchers and charters. No poor student is going to get transportation to "better" schools.

    You are right, did you see the news piece out of Ohio? A mother was jailed for sending her daughters to the "wrong" school. Sure "No Child Left Behind" allows you to send your child to another school if they are in a failing school, however it doesn't say the other school has to take your kids. Gee Whiz... where they really want your kids if you are in a failing schools system is in a "charter school." They don't want your kid in a middle class neighborhood.

    This mother was studying to be a teacher and was twelve hours away from graduation, now with this felony conviction she won't be able to be licensed...

  73. I saw that. Absolutely heartbreaking. But I disagree that it's the government somehow keeping kids out of middle class schools. If you support public school vouchers but not private, make sure your congressman knows that. I actually think that's a decent compromise in the current voucher issue. Stop this boundary/district craziness and let people go to any public school or charter school that has the room for them.

    Sullivan is an awful bully. Morale does not exist at the schools where he has been at the helm. He does not understand that you can speak firmly to an employee without being undignified. At onr school where he was, he would scream at teachers in front of students and the students would ask why the teachers they took it? He had arguments with teachers in the open office in front of other staff, visitors and parents. He had his favorites among students-usually the worst--that he didn't even want teachers to correct. I think this is the kind of administrator Dr. White wants for all of us " worthless teachers!"

    It has been three semesters with Mr. Sullivan, not one. (Fall 2009, Spring 2010, Fall 2010) Now we are in the fourth. They have been trying to turn that school around since Jeff White. The students still get low grades and will have trouble passing the upcoming ISTEP. Some turnaround.

  99. As for the comments about Charter schools, the IPS school that I work for is about 2 blocks away from a Charter. I can't believe how many kids we get from there every week. Parents complain about the lack of control and professionalism that they have witnessed. Most of the parents are also appalled at the lack of learning that takes place. Due to this, my perception of Charter schools is pretty bad.

    Frankly and actually, I believe the only person who's had his pockets lined recently from IPS is our Superintendent Eugene White. There's no money in IPS for the governor or anybody else.     Okay, so you are telling me that all of the conversations that I have had with parents who had enrolled their children at this particular charter school that I am talking about are made up? I dreamed that I had these conversations? Really? I didn't base my comment on facts?

    The fact that the IPS school that I work at is exploding at the seams with kids is made up? We are over our building capacity!

    I am fully aware that the IPS enrollment has been dropping for some time. I read the paper. I watch the news. I was just stating some actual facts for the area of IPS that I work in.

    Amen! I'm convinced that many of my fellow teachers would not know what to do if Eugene White no longer was the Superintendent. First, they'd have no one to bash. Second, they'd be worried sick that a new regime of administrators would figure out their scam and fire them. Gene White is a known entity, and many teachers would rather deal with him and his arrogance than deal with an unknown, new Superintendent, even if the new Super was stellar and excellent.

    IPS chief says he would quit before altering his plan to reassign administrative jobs
    Indianapolis Public Schools Superintendent Eugene White threatened to leave his job after the School Board rejected his plan Tuesday to reassign more than two dozen administrators.
    "You are not going to badger me into changing what I know we have to do," he said. "I have given you all the information you need."
    White said if the board insists on changing his plan, he wants to enter negotiations to end his contract.
    "If you are prepared to pay me what you owe me, you won't have this recommendation," he said. "I have no changes to make."
    Board members who voted no said they believed revisions were needed. The vote was 4-3 against White's plan.
    "I haven't been convinced that some of these moves are in the best interests of students," board member Michael Brown said.
    Board member Diane Arnold said she was concerned about some of the pay raises in the plan.
    "Some of the increases I thought were unrealistic based on the diminishing resources we have," she said.
    An angry White responded that the plan was saving the district $560,000 while accomplishing other goals.
    REPOSTED:"We saved more than half a million dollars, and that's not being fiscally responsible?" he said.
    Board President Elizabeth Gore, who voted yes, said the board will meet privately to discuss the plan next week and expressed hope that it will be revived.
    White declined to comment after the meeting.


    I could be wrong. However, the board should have had the last say. THE CHIEF needs to face the fact. He has managed a failing district for over six years. He has failed the teachers, parents, and students.
