Paging Dr. White

Have you ever wondered how Dr. White became Dr. White? Here is an abstract of his dissertation from Ball State.


FUND RAISING PROCEDURES AND PRACTICES IN PUBLIC HIGH SCHOOLS OF INDIANA AS REPORTED BY PRINCIPALS

WHITE, EUGENE GORDON. Proquest Dissertations And Theses 1982. Section 0013, Part 0514 114 pages; [Educat.D. dissertation].United States -- Indiana: Ball State University; 1982. Publication Number: AAT 8215986.

The purpose of the study was to investigate and report what representatives of Indiana public high schools have been doing in the areas of fund raising procedures and practices utilized in student extra curricular fund raising activities. A review of related literature was conducted to ascertain research and findings in the area.

A questionnaire was developed and field tested through a pilot study sample. The study population consisted of 355 Indiana public high school principals.

Principals returned 316 of 355 survey questionnaires. Data obtained from questionnaires were analyzed, summarized, and presented in narrative form. Tables were developed to report the raw data.

Major findings were: (1) Indiana Law prescribes the financial procedures to be followed in accounting for student activity funds through the utilization of the "Extra Curricular Account." (2) Principals are responsible for establishing policy and procedures for fund raising activities in seventy-four percent of responding schools. (3) Fifty-four percent of participating Indiana public high schools do not have an official school board policy governing fund raising activities throughout the school corporation. (4) Ninety-nine percent of responding Indiana public high school student bodies conduct fund raising activities within the school community. (5) Principals reported approximately $6,386,494 dollars raised through fund raising activities conducted in participating Indiana public high schools during school year 1980-81. (6) Candy sales are the most common fund raising activities utilized by students to raise funds.

Major conclusions based upon the findings of the study were: (1) Public high school officials in Indiana need fund raising activities to support and maintain student extra curricular activities at the current level of implementation. (2) Principals are primarily responsible for direction and supervision of fund raising activities in the high schools. (3) High school fund raising programs tend to exploit school communities and cause patrons to complain. (4) School administrators should re-evaluate fund raising activities and determine the feasibility of each activity. (5) General school board policies governing fund raising activities conducted by schools are needed.

  7. Nope, Dr. White duties was placed on Dr. Giles shoulders, so that IPS would reapt the rewards of Dr. White's fund raising efforts? Not one dime has the fat fool placed in the bank accounts of IPS from his efforts. The "red slippered" fool did apply for "Race to the Top" which will violate state, federal and the current contract?

  8. Only an administrator would think that this thread is petty. This sums up the integrity of the superintendent and his bullying rule by intimidation. If it is true that he did not write his own dissertation, it would be great for someone to prove it. It sounds like the smoke and mirrors type of think that he would do.

  9. No, there are definitely non-administrators who think threads like this are petty. But I tried to start a forum www.indyeducationforum.com for people to start their own topics on education, and even started several non-petty threads, and not one single person has posted there. So it looks like the majority DO want petty.

    That type of forum is too difficult to use, try reposting your topics using this service, up at the upper right hand side of the page it says create a blog, I'd post on your topics but don't like that format. sorry

  11. But then others can't create their own topics. It's no biggie to me. I can still get my money back as long as I shut down the board within 30 days. But then we really can't complain about the pettiness here or the bias on the Star forums.

  13. Yeah, it's Gene White and his mafia. It's the Mitch and Bennett. It's the principals and the coaches. It's the parents and the students. It's the cadre and the Title 1 teachers. As long as it's not you, right? We got it. But for all of us living in the real world, that's petty and doesn't address any of the real issues in IPS or in public education in general.

  16. You can use an anonymous yahoo e-mail address or whatever. Of course, it can be traced if you do something illegal. But for normal purposes, nobody will know who you are.

  17. I liked the idea of a positive blog and went to post there but found it a little confusing and also wasn't eager to post my email. Truthfully, I posted that comment about "Dissertations R Us" and am feeling bad about that as I have no knowledge of his work and was just trying to be "cute"...I think a lot of what we write is petty and I am sorry to have joined in, actually.

What good is a doctoral degree if a person does not know how to relate to other people, does not know how to supervise without belittling others and using bullying tactics, does not know how to build an administrative team based on professional qualifications and performance and does not have the ability to be open and honest??

  19. Strange that Dr. White is moving his "Superman" Dr. Suggs from Arlington High School to a desk position in the computer room at the same salary on the 1st day of February? What Dr. Dexter Suggs turned the school around in less than six months or created some serious legal problems for IPS? Then Mrs. Cassandra Ship will take over the control of Arlington, OH MY GOD!! Cassandra is slow, clueless, weak, and a liar. What is the reason for the change in the middle of the year, maybe the Department of Education under the leadership of Dr. Bennett will take over Arlington? Not Cassandra Ship, come on, I could see Phelps for the remaining months, but Ship as the leader of a school spinning out of control?

  20. Suggs got his doctorate at IWU. He can't talk and was the worse Principal Arlington had. One student got his face crushed, the students are leaving the school at lunch to go break in houses, and the morale of the teachers is at an all time low. I've given up on IPS. Cut up and split up the whole district.

    2. so what happened to Dr, Suggs, after languishing in a hidden desk job in IPS from Jan 2010 until 2012, when he became the superintendent of Little Rock Arkansas Schools. He remained there until they discovered he had plagiarized his doctoral dissertation. He resigned, and in the months that followed Indianan Wesleyan University revoked his Degree.

  21. Shipp was named principal for the remainder of this school year. The same board report shows White's recommendation that her administrative contract be cancelled at the end of the 09-10 school year. It doesn't make sense then we are talking about the actions of Eugene who makes no sense anyway.

    what it is but perhaps you should examine the facts. The pettiness comes from downtown.
    This administration create phantom jobs, it endorses extreme pay raises for people that are
    operating without the knowledge of the administration and it cannot confront the facts
    without resorting to personal attacks. Petty? Not here. You should examine your
    thoughts and beliefs. In a rare moment of clarity, were you honest, even you would recognize the incompetence and nepotism that is rife throughout the downtown office.

    Petty? Is it petty when the Super causes to be hired Basketball coaches that are
    compensated in excess of $110,000? Is it petty when the Super causes to be hired
    Coaches that no defined function and sees fit to pay these individuals 60?. Is it petty to
    discuss phantom positions that are created with the wave of a wand when IPS is in a
    precarious financial state?

    It is not petty to discuss these issues. It is crucial that a big broom sweep out the
    incompetents from downtown. It is the case that the truth hits YOU too closely. Start
    your own blog and extol the virtues of the Super and his cronies. Good luck to you.

  25. To the above poster, I agree, but what do any of the above mention issues have to do with Dr, White's dissertation? Like I said, petty! We need to discuss the real issues you mentioned and what we can do to change them. Dr. White's doctorate is a done deal, so this is a waste of time!

  27. Is it true that Dr. Suggs has fired Cynthia Coleman? The students are highly upset about his departure, and the teachers (the good ones) are upset. However, the bad or sad teachers are celebrating Nichole, Phillip, Amanda, Rita, Gail, Joy, Greg, Lori, because he didn’t have time to fire their weak ass. Yell that's right, I am a teacher and I’m calling your lying, fake asses out. I have been at Arlington for more than 10 years and Dr. Suggs has helped turn Arlington around for the better. He held everyone accountable and some teachers (names above) hated it. He also got rid of a lot of bad staff members, and the students loved him.

    I and the majority of your staff would like to say thank you, for as you say, "laying the foundation". The students will miss you and it will show.

  32. Suggs has been moved out of every position he has had. He can do his job no matter what the job is. Remember the gigantic bus foul up at Conseco last year and all of the negative P.R. that IPS received over his ineptness there.

  33. Truth be told Gene Moore fouled up Conseco. Suggs was the fall guy. Dr. White had to put the blame on someone and Suggs was already assigned to Arlington.

  34. The attitude of the above poster in calling peers out demonstrates the reason Arlington is in the mess it is in. That place is chaotic, out of control and a joke. Teachers can't even get along! Fire the whole damn staff there, clean house and start over fresh....maybe that will take care of the issues.

  37. IPS School Board voted to pay Ann Grooms $90,000 during the 09-10 school year to serve as a consultant. She is supposedly working with principals to help them be better principals. Evidently, she's fairly old and is no longer a very engaging presenter. She tells the same old stories over and over while the principals would rather be back in their buildings where work needs to be done.

  38. Dexter Suggs is a complete waste. Dr. White is moving him to central office because the faculty and community can't stand him. He is passive aggressive and loves to state he has the backing of Dr. White. I'm starting to believe that Dr. White "rides his back" from time to time.

  40. Passive aggressive- there is no way in the world you work at Arlington or even know Dr. Suggs. You must be one of his many haters. Hi Hater! I am a proud member of the Arlington Community (Devinington Community). This young man has done amazing things within the community, and for the students of Arlington. What has impressed us the most is the fact that it is done without the fan fare, or the need to impress someone. We have spent a great deal of time working with Arlington High School this year and the staff and administration has been great.

  44. IP addresses are discoverable by subpoena. Even in a blog like this one wherein one posts "anonymously." The poster(s) who attack by name individuals who are not public figures on this site are committing "defamation per se" pursuant to Indiana statute. To the poster who called a list of specific non-public individuals "haters:" watch yourself. Get the wrong person further rankled and you will be finished. Hear me? Finished.
